To me Frieza was the strongest villain in the series. He's the only one who couldn't regenerate from wounds, he had to avoid, block or overpower it.
If Buu or Cell couldn't regenerate, they would have died early.
Also, Cell doesnt use his own power, he steals it from others [including using some of Frieza's power seeing as he has his cells]
Frieza can also blow up an entire planet with one finger.
He was by far the toughest villain in the series.
